Kolkata school bus crash: No fitness cert to ply

Yet another accident involving a minibus that was doubling as a schoolbus has laid bare what has been ailing the city for long — lack of basic safety measures. Seat belts and firstaid boxes that have been mandated by Supreme Court are not being used by most private school bus operators. Worse is the fact that the bus driver did was flouting traffic laws.
